Ordinance No. 1998-060

AN ORDINANCE MANDATING THE CREATION AND INSTITUTIONALIZATION OF THE BARANGAY HEALTH COUNCIL IN EACH OF THE 27 BARANGAYS OF THE CITY OF NAGA: -

Be it ordained by the Sangguniang Panlungsod of the City of Naga, that:

SECTION 1. – LEGAL BACKGROUND. – SECTION 17 of R.A. 7160, otherwise known as the Local Government Code of 1991, clearly specify among others, under Basic Services and Facilities for Barangay, the health and social welfare services including maintenance of barangay health care center and day care centers and general hygiene and sanitation, beautification and solid waste collection.

Article XIII, Section 11 of the 1987 Constitution mandates for a comprehensive health system which encompasses promotive, preventive, curative and rehabilitative care services at affordable cost and shall give priority for the needs of the unprivileged sick, elderly, disabled women and children, as well as the undeserved and high-risk groups of the population.

Same constitution mandates for the promotion of the right to health of the people and instill health consciousness among them and a balanced healthful environment.

The Local Health Board recognizes the imperative need of creating a Barangay Health Council for each Barangay in the City of Naga.

With the strengthening of the Naga City Health Board, the Health Policies of the City of Naga was approved and adopted, which health system, is to be characterized as participative, integrated, comprehensive, community-based and well managed.

SECTION 2. – CREATION AND COMPOSITION. – It is hereby mandated that a Barangay Health Council be created by the Barangay Council in each of the 27 barangays of the City of Naga, to be supervised by the Naga City Health Board, with the following composition:

SECTION 3. – DUTIES AND FUNCTIONS. – The Barangay Health Council shall have the following duties and functions:

1. Formulate policies on health and social welfare services, including maintenance of barangay health care center and day care centers;

2. Develop community-based health and sanitation programs/projects;

3. Formulate policies on general hygiene, beautification and solid waste collection;

4. Recommend the above policies/programs and projects to the Barangay Development Council for approval and implementation;

5. Coordinate with the Barangay Council in carrying out the above-functions and other health-related activities.

SECTION 4. – The Naga City Health Board shall assist the Barangay Council and sees to it that their respective Barangay Health Council is organized, trained and operated as a working dynamic organization catering to the health needs of their constituents.

SECTION 5. – This ordinance shall take effect upon its approval.
