Executive Order No. 2012-006


WHEREAS, on July 28, 2011, a Technical Working Group (TWG) for the International Organization for Migration (IOM)-supported Mainstreaming Migration In Local Development Plans Project (MMLDPP) In Naga City was created by virtue of Executive Order No. 2011-025;

WHEREAS, the TWG helped ensure the effective and efficient implementation of this IOM-supported project by ensuring proper coordination among stakeholders and the over-all success of its component activities;

WHEREAS, in the process of project implementation, it helped direct several key initiatives, including the conduct of the first ever Overseas Filipino Day in the city, as well as the organization of a working group of Overseas Filipinos (OFs) and their families in Naga;

WHEREAS, there is a clear need to ensure that the TWG’s work be continued, especially in providing directions and expert advise on OF issues and concerns, especially in the context of their mainstreaming in local development plans of the city, as well as their subsequent implementation.

NOW THEREFORE, I, JOHN G. BONGAT, Mayor of the City of Naga, by virtue of the power vested in me do hereby ordain:

SECTION 1. The City Advisory Committee on Overseas Filipinos (CACOF). The City Advisory Committee on Overseas Filipinos is hereby created with the following composition:

Chair: Hon. D. C. Nathan Sergio, City Councilor

Co-Chair (Government): Jocelyn Hapal, Regional Director, OWWA Bicol Region

Co-Chair (Non-Government): Dr. Cristina Lim, ASSRC Director


  • Hon. Elizabeth Lavadia, City Councilor
  • Hon. Alex Nero, President, Liga ng Mga Barangay
  • Mr. Florencio Mongoso, Jr., City Administrator
  • Wilfredo Prilles, Jr., City Planning and Development Coordinator
  • Reuel Oliver, Metro PESO Manager
  • Judge Corazon Tordilla, Catholic Bishops Conference of the Philippines – Counseling Center for Women and Children in Crisis, Naga City
  • Ramiro Samar, Chairman, Naga City People’s Council
  • Fatima Penino, DILG Naga City Director
  • The President, The Camarines Sur Bankers
  • Charlemagne Seechung, Metro Naga Chamber of Commerce and Industry, and
  • The Representative of the Department of Foreign Affairs Regional Office in the Bicol Region.

The City Planning and Development Office shall serve as the Committee’s Secretariat.

As the need arises, the City Mayor may appoint additional members of the CACOF representing other stakeholders.

SECTION 2. Functions. The CACOF shall perform the following functions:

a)      To assist the City Government in establishing and maintaining a database of local OF sector in Naga City;

b)      provide expert advice and strategic guidance to the City Government in the continuing effort to mainstream migration in local planning and policymaking, program development, and project implementation in Naga City;

c)      To assist in the strengthening and institutionalization of the local OF sector in Naga City;

d)      To assist the City Government in networking with local, national and international migrants and migration organizations towards the successful implementation of the city’s plans, programs and projects for the local OF sector; and

e)      To help coordinate with all local and national government agencies, as well as other stakeholders in society, in mobilizing the support and resources required in the performance of its functions.

SECTION 3. Funding. An initial outlay of One Hundred Thousand Pesos (P100,000.00), sourced from savings or available line items in the 2012 budget of the City Government, is hereby allocated to support the operations of the CACOF.  Its funding for subsequent years shall be incorporated in the budget of the City Planning and Development Office.

SECTION 4. Effectivity. This Executive Order shall take effect immediately.
