Executive Order No. 2011-031
CONSTITUTING THE BATANG PINOY 2011 LOCAL ORGANIZING EXECUTIVE COMMITTEE AND INTER-AGENCY TASK GROUP, DEFINING ITS FUNCTIONS AND RESPONSIBILITIES:-
WHEREAS, the City of Naga will be host to this year’s staging of Philippine Youth Games- Batang Pinoy on December 10-13, 2011;
WHEREAS, Executive Order No. 44 declared the Philippine Youth Games- Batang Pinoy, as the National Sports Development Program for the Children;
WHEREAS, the Batang Pinoy Program provides a comprehensive grassroots program, centered on values formation inherent in the practice of sports and play such as patriotism, nationalism, self-discipline, respect for law and order, hardwork, teamwork, camaraderie, sportsmanship and fairplay, for youth aged 13 to 15 years old;
WHEREAS, there is a need to create a local organizing committee and inter-agency task group that will ensure the successful staging of Batang Pinoy 2011;
NOW THEREFORE, I, JOHN BONGAT, Mayor of City of Naga, by virtue of the powers, vested in me by law, do hereby order the following:
Section 1. Local Executive Committee. It has the primary task of formulating and implementing policies and guidelines, in coordination with the Philippine Sports Commission, in the conduct of Batang Pinoy; and, directing and supervising all activities related to the holding of Batang Pinoy. It shall be composed of the following:

Section 2. Functions. The Management and Working Committees and Inter-Agency Task Group herein constituted shall have the following functions:
- Supervise operations and pool of vital resources on tourism services and cultural events, security, public safety, health and sanitation, emergency response and disaster preparedness;
- Coordinate with local and national government agencies, as well as other stakeholders in society, in mobilizing support and resources;
- Establish a command, control, coordination and collaboration, and communications systems for the over-all emergency response;
- Implement plans and programs on security and safety of athletes, guests, officials and other visiting contingents and guests; provide security and public safety, address threats to internal security and safety, fire suppression, respond to all kind of emergencies and implement disaster preparedness mechanisms for natural, man-made, human-induced hazards , HAZMAT response and bio-hazard threats;
- Solicit funds from government and private institutions to finance the operations and conduct of Batang Pinoy;
- Ensure the availability of equipment and worthiness of sport facilities and billeting centers;
- Perform other functions as it may deem necessary or incidental for the successful staging of Batang Pinoy.
Section 3. Effectivity. This Executive Order shall be effective immediately.
