Executive Order No. 2011-028

RECONSTITUTING THE NAGA CITY PEÑAFRANCIA INTER-AGENCY TASK GROUP AND UNIFIED COMMAND EMERGENCY OPERATIONS CENTER AND DEFINING ITS FUNCTIONS AND COMPOSITION

WHEREAS, devotees, pilgrims, members of the clergy, vicars, government officials , VIP’s, official guests and visitors, numbering to millions, will converged in the City of Naga for the month long celebration in line with the Peñafrancia Festivities;

WHEREAS, due to the risks involved due to the the influx of visitors and pilgrims, there is a need for the City of Naga to create an Inter-agency Task Group and Unified Command Emergency Operations Center that will develop an effective and efficient command, control, coordination, collaboration and communication system;

WHEREAS, the task group and unified command emergency operations center will provide a centralized focus of authority and information and allows for face-to-face coordination among personnel who must set priorities for use of resources and evaluate the need to request mutual aid.

NOW, THEREFORE, I JOHN G. BONGAT, City Mayor of Naga by virtue of the powers vested in me by law, do hereby order the following:

Section 1. Composition. The Peñafrancia Inter-agency Task Group and Unified Command Emergency Operations Center is hereby reconstituted to be composed of the following:

Section 2. Functions – Inter-agency Task Group and Unified Command Emergency Operations Center shall have the following functions:

  1. Supervise operations and pool of vital resources security, public safety , health and sanitation, emergency response and disaster preparedness;
  2. Carry out the principles of emergency preparedness and emergency management, or disaster management functions at a strategic level in an emergency situation;
  3. Establish a command, control, coordination and collaboration, and communication systems for the over-all disaster emergency response;
  4. Implement plans and programs, provide security and public safety , address threats to internal security and safety , fire suppression , respond to all kind of emergencies and implement disaster preparedness mechanisms for natural, man-made, human induced hazards , HAZMAT response and bio hazard threats;
  5. Create committees as it may deem necessary to carry out the objectives of this Executive Order.

Section 3. This Executive Order shall be effective immediately.
