Executive Order No. 2011-007
CREATING A DANGLING WIRES CLEARING TASK FORCE TO ENSURE THE IMPLEMENTATION OF CITY ORDINANCE NO. 2005-030, OTHERWISE KNOWN AS THE ANTI-DANGLING WIRES ORDINANCE OF NAGA CITY:
WHEREAS, the promotion and enhancement of the aesthetics of roads, plazas, buildings and public places is one of the urban upgrading thrusts of the City Government;
WHEREAS, the same can be achieved by implementing City Ordinance No. 2005-030, otherwise known as the “Anti-Dangling Wires Ordinance of Naga”;
WHEREAS, dangling wires and “spaghetti” cables not only have become an eyesore which divest the beauty off the city’s historic buildings and cityscape, to the impairment of our growing tourism industry, but also, poses safety and hazard issues which may cause accidents and disasters;
WHEREAS, the implementation of the purpose and provisions of the Naga City Anti-Dangling Wires Ordinance will be appropriately effected should a task force be created;
NOW THEREFORE, I, JOHN G. BONGAT, by virtue of the powers vested in me by law, do hereby order:
Section 1. Creation of the Dangling Wires Clearing Task Force. To enforce and lead the anti-dangling wires campaign, a Task Force is hereby created. The Task Force shall be composed of the City Engineer as Chairman, City Treasurer, City Assessor, City Planning and Development Officer, City Environment and Natural Resources Officer, Public Safety Officer, and all representatives of all public utility companies as members.
Section 2. Mandate. The Task Force is hereby mandated to take the lead in the dangling wires clearing campaign to ensure the implementation of City Ordinance No. 2005-030.
Section 3. Support from Government Offices and Agencies. The Task Force may call upon the support of any department, office or unit of the executive branch to assist in the discharge of its functions, such as but not limited to the provision of administrative or technical assistance, logistical support and detail of personnel. The City Engineer’s Office shall provide the secretariat for the Task Force.
Section 4. Repealing Clause. All executive orders, rules, and regulations and other issuances or parts thereof which are inconsistent with this Executive Order are hereby revoked, amended, and/or modified accordingly.
Section 5. Implementing Guidelines. Upon its formation, the Task Force shall immediately formulate the guidelines for the implementation of the provisions set forth under Ordinance no. 2005-030.
Section 6. Effectivity. This Executive Order shall take effect immediately.
