Executive Order No. 2011–010
RECONSTITUTING THE NAGA CITY AIDS COUNCIL
WHEREAS, it is a policy of the City Government of Naga to promote public awareness about the causes, modes of transmission, consequences, means of prevention and control of HIV/ AIDS through a comprehensive nationwide educational and information campaign organized and conducted by the State;
WHEREAS, such campaigns shall promote value formation and employ scientifically proven approaches, focus on the family as a basic social unit, and be carried out in all schools and training centers, workplaces, and communities. This program shall involve affected individuals and groups, including people living with HIV/AIDS;
WHEREAS, Article IV, Sec 23 of Republic Act No. 8504, otherwise known as “The Philippine AIDS Prevention and Control Act of 1998” provides that “local government units, in coordination and in cooperation with concerned government agencies, non-government organizations, persons with HIV/AIDS and groups most at risk of HIV infection shall provide community-based HIV/AIDS prevention and care services”
WHEREAS, in order to make sure the proper execution of campaigns and implementation of Republic Act No. 8505 and City Ordinance No. 2003 – 053, there is a need to reconstitute the Naga City AIDS Council;
NOW THEREFORE, I, JOHN G. BONGAT, Mayor of the City of Naga, by virtue of the powers vested in me by law, do hereby order the following:
SECTION 1. COMPOSITION. - The Council shall be composed of the following:
Chairman - Hon. John G. Bongat, City Mayor
Co-Chairman – Dr. Vito Borja, City Health Officer
Secretary - HEPO Coordinator, City Health Office
Members:
Hon. Joaquin Perez, Jr., M.D., Chairperson, SP Committee Chairman on Health
Hon. Maria Elizabeth Lavadia, Chairperson, SP Committee on Women
Dr. Diosdado San Antonio, DepEd Superintendent
Ms. Fatima Penino, DILG City Director
Hon. Cecilia Veluz-De Asis, Bantay Familia Chairperson
Mr. Johann Dela Rosa, NCPC Representative
Mr. Michael Marfega, Naga City Press Corps President

SECTION 2. TERM OF OFFICE. Term of office of representatives from Non-government organizations (NGO’s) to the Council – The term of office of the representatives from the NGO’s shall be co-terminus with the term of the appointing authority; provided that the organizations from which they are representative must continue to exist and must maintain the purpose for which they were chosen;
SECTION 3. POWERS AND FUNCTIONS. The Council shall be the serve as advisory, planning and policy-making body on the prevention and control of HIV/AIDS in the City of Naga. The Council herein reconstituted shall discharge the powers and functions provided under Ordinance no. 2003-053
SECTION 4. MEETING. The council shall meet at least once a month or as often as may be necessary by serving notice to all members at least a day before the meeting.
SECTION 5. – QUORUM. – The presence of at least a majority of all the members of the Council shall constitute a quorum for purpose of doing business.
SECTION 6. – HONORARIUM. – Subject to limitations fixed by existing law, the Chairman and members shall be entitled to an honorarium of Two hundred Fifty (P250.00) Pesos for every meeting actually attended to, but in no case shall it exceed One Thousand (P 1,000.00) Pesos per month.
The Secretary shall likewise be entitled to an honorarium of One Hundred Fifty (P150.00) Pesos for every meeting actually attended to, but in no case shall it exceed Three Hundred (P300.00) Pesos per month.
SECTION 7. This Executive Order shall take effect immediately.
