Executive Order No. 2010-024

SUPPORTING THE MATERNAL NEWBORN CHILD HEALTH AND NUTRITION (MNCHN) PROGRAM IMPLEMENTATION, INCLUDING THE CREATION OF MNCHN TASK FORCE AND PROVIDING FOR ITS DUTIES AND FUNCTIONS, AND FOR OTHER PURPOSES

WHEREAS, the Department of Health through Administrative Order No. 2008-0029, (Implementing Health Reforms for Rapid Reduction of Maternal and Neonatal Mortality) recommends the implementation of the Maternal Newborn Child Health and Nutrition (MNCHN) Strategy, and states that the risk of mistimed, unplanned, unwanted, and unsupported pregnancy which leads to maternal, infant, and neonatal deaths, can be prevented if appropriate health interventions are introduced such as family planning (FP) interventions that support the achievement of couples’ desired family size;

WHEREAS, the City of Naga recognizes that family planning is one of the critical health programs that can significantly impact the local health sector reforms, and considers FP as both a health and a development intervention;

WHEREAS, the City of Naga believes that the goal of rapidly reducing maternal and neonatal mortality shall be achieved through effective population-wide provision and use of integrated MNCHN services for women, mothers and children covering the spectrum of (1) known appropriate clinical case management services in preventing direct causes of maternal and neonatal deaths; and (2) known cost-effective public health measures capable of reducing exposure to and severity of risks for maternal and neonatal deaths, that are within the capacity of the health system to routinely provide;

NOW, THEREFORE, I JOHN G. BONGAT, City Mayor of Naga, by virtue of the powers vested in me by law, do hereby support the MNCHN Program Implementation and create the MNCHN Task Force, to wit:

Section 1. The MNCHN Task Force shall be composed of the following:

Ms. Pacienca SJ. Tabinas, City Accountant

Mr. Jaime Reblando, City Social Welfare and Development Officer

DOH Representative

Secretariat                            Ms. Joy F. Macaraig, Population and Nutrition Officer III, CPNO

Section 2. The Task Force shall be the over-all coordinating and implementing body for the implementation of the MNCHN Strategy and Plan in the City of Naga. In addition, the Task Force shall perform and exercise the following duties and functions:

  • Formulate a comprehensive MNCHN Plan and oversee its implementation;
  • Undertake program monitoring and evaluation and provide a program feedback mechanism;
  • In close coordination with barangay governments and other agencies concerned, conduct and update date of Women of Reproductive Age (WRA) and FP users;
  • Provide support in strengthening capacities for FP/MNCHN service provision through the conduct of training courses and other capacity-building activities;
  • Provide support in the conduct of activities related to FP/MNCHN education and counselling of clients about FP and safe motherhood;
  • Establish and maintain linkages with local, national or even international population-serving organizations or institutions.

Section 3. All issuances and orders inconsistent with this Executive Order are hereby repealed, amended and/or modified accordingly.

Section 4. This Executive Order shall be effective immediately.
