B. SPECIAL BUSINESS OR ORDER
1. Proposed resolution of Hon. Elmer S. Baldemoro, expressing absolute opposition to the passage
of House Bill No. 002, an act Amending Republic Act 9344, as amended by Republic Act 10630, and
reverting the minimum age of criminal responsibility from Fifteen (15) years old to
Nine (9) years old, and strongly requesting the House of Representatives to evaluate and
revisit the existing Juvenile Justice and Welfare Law”;
1A. Resolution No. 01 s. 2017 of the Naga city Council for the Welfare and Protection of
Children (NCCWPC), entitled: “Resolution expressing absolute opposition to the
passage of House Bill No. 002, an act Amending Republic Act 9344, as amended by
Republic Act 10630, reverting the minimum age of criminal responsibility from Fifteen
(15) years old to Nine (9) years old”;
2. Proposed resolution (sponsored by Hon. Joselito S.A. del Rosario), entitled: “Resolution
earnestly requesting the Metro Naga Water District (MNWD) Board of Directors and
Management to review and update the placement of fire hydrants and the possibility of
installing additional fire hydrants in strategic areas of Naga City”;

Memorandum of Agreement made and entered into by the City government and the Barangay Council
