B. SPECIAL BUSINESS OR ORDER

1. Proposed resolution (Sponsored by Hon. Joselito S.A. del Rosario), entitled: “Resolution
strongly urging the Naga City Risk Reduction and Management Council (NCRRMC) to spearhead
and facilitate the conduct of Post Disaster Assessment of Typhoon Nina with the end view of
understanding and helping utilities, business, government and other sectors in Naga City
pursue Disaster continuity and/or contingency
Programs”;
2. Proposed resolution (Sponsored by Hon. Joselito S.A. del Rosario), entitled: “Resolution
strongly urging the Naga City Philippine National Police thru the Office of the City
Director, to conduct seminars and/or information campaign intended for its officers
and men with emphasis on the importance and relevance of disciplinary bodies and
mechanisms, such as the People’s Law Enforcement Board (PLEB) where the public can
seek redress from cases of complaints against erring policemen”;
3. 1st Indorsement dated February 8, 2017, from the Office of the City Mayor, endorsing Barangay
Resolution No. 01-003 of Barangay Liboton, requesting Twenty Thousand (Php20,000.00) Pesos
to be used in various activities in connection with their Barangay Fiesta;
4. 1st Indorsement dated February 8, 2017 from the Office of the City Mayor, endorsing the
Memorandum of Agreement made and entered into by and between the Department of Health-
Regional Office, and the Local Government of Naga, for Authority;

1. Letter dated February 8, 2016 of the SP Secretary inviting PSSupt Julius S Muñez, City
Director, Naga City Police Office, to the next regular session on Tuesday, February 14, 2017

2. Letter dated February 8, 2016 of the SP Secretary inviting Mr. Nicolas C. Motos, Head,
I-Serve, this city, to the next regular session on Tuesday, February 14, 2017 9:00 A.M.

prohibiting trucks and other vehicles with six (6) wheelers and above from using and/or

No. 98-4042, for: Expropriation, the City of Naga, Petitioner, versus, Manubay Agro-

5. Letter dated February 3, 2017 of P/Bgy. Leticia S. Punzalan, appealing reconsideration
for the release of the remaining two (2) years 2014 and 2015 financial assistance;
6. Letter dated February 9, 2017 of Ms. Cecille S. Daplin, Head, BAC Secretariat, re: Bid
evaluation with point values re: lease, development and utilization of certain
portions of the Bicol Central Station Complex;
7. Letter dated February 6, 2017 of Engr. Ruben S. Sia, CEO-Developer, Ruby Shelter Builders,
Inc., reiterating his intent for allowing the City Government of Naga Free Use of the two
Lots covered by TCT Nos. 29923 and 30206 fronting the St. Joseph School, for the
proposed permanent Naga Eastbound Van and Jeepney Terminal;
8. Letter dated December 13, 2016 of the SP Secretary addressed to Mr. Arnulfo Fausto,
OIC, Traffic Management Center, reminding him of the submission of a matrix for padyak fare
increase, with note of the City Mayor: “for discussion & consultation of public”;
9. Letter dated February 9, 2017 of Mrs. Maria Edna B. Bongalonta, City Agriculturist,
submitting the required information for the finalization of the proposed ordinance on
Village Type Corn Dryer, Compact Corn Mill and Rice Mill;
10. Letter dated February 9, 2017 of Mrs. Maria Edna B. Bongalonta, City Agriculturist,
expressing her position that they are in agreement with all the provisions of the
proposed ordinance regulating the operation of commercial and backyard poultry, piggery and
other livestock farms in Naga City;
11. Letter dated February 9, 2017 of Mrs. Maria Edna B. Bongalonta, City Agriculturist,
submitting comment on the proposed Farm-to-Table Ordinance, and suggesting to include the
provision of a separate department on Agricultural Enterprise Development Division
solely for purpose of implementing the said program;
12. Letter dated February 9, 2017 of Mrs. Maria Edna B. Bongalonta, City Agriculturist,
requesting for an extension of one (1) week or seven (7) working days from receipt hereof as
they are finalizing their 2016 data to be used in the Agriculture Road Map;
13. 1 st Indorsement dated February 9, 2017 from the Office of the City Mayor, endorsing the letter
dated February 1, 2017 of Engr. Rebecca J. Roces, District Engineer, DPWH 2 nd Engineering
District, seeking certification as road-right-of-way with respect to certain Local
Infrastructure Program (LIP) Drainage and Multi-Purpose Buildings for implementation in
Naga City;

1. 1st Indorsement dated February 9, 2017 from Mr. Francisco M. Mendoza, City Budget Officer,
forwarding the Annual Budget of Barangay Sabang for Calendar Year 2017 as embodied under
Barangay Appropriation Bill No. 16-002 involving the amount of Five Million Eight
Hundred Five Thousand Six Hundred Thirty Nine Pesos (P5,805,639.00);
2. Proposed ordinance (Authored by Hon. Elmer S. Baldemoro), entitled: “An ordinance mandating
accessibility to information by Persons with Disability in Naga City, providing for
mechanisms and appropriating fund for the purpose”;
3. Proposed ordinance (Authored by Hon. Elmer S. Baldemoro), entitled: “An ordinance prescribing
the Enhanced Persons with Disability Identification Card (ePWD-ID) Program and
adopting the Department of Health (DOH) criteria for determining eligibility to said
card”;
4. Proposed ordinance (Authored by Hon. Elmer S. Baldemoro), entitled: “An ordinance
establishing financial assistance for death expenses of Persons with Disabilities in the
City of Naga”;
5. 1 st Indorsement dated February 1, 2017 from the Office of the City Mayor, endorsing the Project
Design, entitled: Naga Dredging Project, for Authority;
6. Letter dated February 6, 2017 of Mr. Eugene Tan, Vice President, Romar & Sons Estate
Development Corporation, signifying its intent to rent or build a Police Outpost within the
vicinity of the Jesse M. Robredo Coliseum;
7. Resolution No. 2017 of Bgy. Bagumbayan Sur, this city, requesting the Honorable John G.
Bongat, City Mayor for the release and transfer of funds from the city government in the amount
of Twenty Five Thousand Pesos (Php25,000.00) for the major prize in the Search for Best
Educare Center 2016, and likewise, same be made available for the purchase of office equipment
for Bagumbayan Sur Educare Center I and II;
8. Letter dated February 6, 2017 of B/Kgd. Francis L. Sotero, Co-Chairman, Committee on Public
Utilities, Bgy. Abella, informing that their barangay council finally decided to conduct
“Anti-Colorum Campaign” against Colorum padyak units on February 10, 2017, and seeking
assistance from the Public Safety Office, the Philippine National Police and other related
departments to make this campaign a success;
9. Letter dated February 7, 2017 of Mrs. Gregoria Nilda B. Abonal, City Treasurer, furnishing
copy of BLGF Memorandum Circular No. 01-001-2017 issued to all Treasurers and Assistant
Treasurers, requesting for a review of Ordinance No. 2004-123 specifically Sec.
47(h)(11) on the taxability of new business based on their capital investment, which is
inconsistent with the memorandum issued;
10. Letter dated February 4, 2017 of P/Barangays of Concepcion Grande, and Del Rosario and the
President and Parish Priest of St. Jude Thaddeus Parish, this city, urging the City
Government of Naga to enforce courses of action for the immediate rehabilitation in the
aftermath of typhoon Nina and recommending that local legislation be crafted, approved and
enforced to mitigate the risk and damage of natural disasters;
11. 1 st Indorsement dated February 9, 2017 from the

14. Letter dated February 9, 2017 of His Honor, the City Mayor, endorsing the Narrative Technical
Description, vicinity map, site development plan and building plan of the 3,000 sq. m.
portion of the property along Almeda Highway to be donated to PNP for the proposed Naga City
Police Office (NCPO) Headquarters, Barangay Concepcion Grande, this city, and requesting
for an authority to execute a Deed of Donation in favor of the PNP, on condition that the PNP
build its NCPO headquarters on the said lot within 1-year;
15. Letter dated February 10, 2017 from the BS Development Communication Students from Ateneo
de Naga University who are currently enrolled in COMM495 Undergraduate Communication
Research, and their Thesis is entitled “Sitsiritsit: A Policy on the Respect for Women
in Naga City’, and they are proposing an amendment on Section 9, letter l, No. 10 of the
Women Code of Naga City;
