1. Minutes of the 1 st Special Session of the 12th Sangguniang Panlungsod held on July 8, 2016.

B. SPECIAL BUSINESS OR ORDER

1. 1st Indorsement dated October 28, 2016 from the Office of the City Mayor, endorsing the letter
dated October 27, 2016 of P/Barangay Tomas Ramon A. Sanchez, Jr., forwarding Resolution
No. 16-040, entitled: “Resolution humbly requesting the City Government of Naga,
financial assistance amounting to Twenty Thousand Pesos (P20,000.00) intended for our
Barangay Foundation Day to be held this coming December 16-17, 2016 at Zone 5, San Francisco,
Naga City”;

C. UNFINISHED BUSINESS

1. Letter dated October 11, 2016 from His Honor, the City Mayor, informing that he is vetoing
Ordinance No. 2016-045 because it is an ultra vires act in violation of the time-honored
principle of separation of powers and it has the effect of usurpation or encroachment of
the exclusive power of the Appointing Authority or the Local Chief Executive (LCE)
since “who to appoint is a political question involving considerations of wisdom which only
the appointing authority can decide”;
2. Letter dated October 18, 2016 of Mr. Allen L. Reondanga, Chief of Office, CEPPIO, forwarding
the documents relative to the actions taken by their office on the NICC incident involving
one of his staff, Mr. Benjamin Callo, and again asking an apology;
3. Letter dated October 27, 2016 of Engr. Ruben Sia, President/CEO, Ruby Shelter, appealing
for the reconsideration on the points raised by Mr. Wilfredo B. Prilles, City Planning and
Development Coordinator with respect to the proposed Eastbound Terminal;
4. Letter dated October 27, 2016 of Mr. Herbert L. Dominguez II, Field Operations Manager,
Prozza-Hirose Manufacturing Cebu EV Park Corporation, submitting photocopy of
Certification signed by the Chief of LTO-Naga City District Office;
5. Letter dated October 28, 2016 of Mr. Frank M. Mendoza, City Budget Officer, submitting the
additional list of honoraria given by the city government not earlier included in their
initial submission which consists primarily of barangay volunteer workers;
6. Letter dated October 28, 2016 of Engr. Odilio G. Nate, Project Development Office II, City
Planning and Development Office, asking for any personal information about Mr. Antonio
Cordez in order for him to secure a xerox copy of the land title in his research regarding
the Deed of Donation;
7. Letter dated October 18, 2016 of Ms. Maria Serena I. Diokno, Chair, National Historical
Commission of the Philippines, informing that the NHCP is in favor of the proposal of Nueva
Caceres Heritage Movement, Inc. to install signboard carrying old Spanish names of
streets with brief historical descriptions, for strengthening the historical awareness of
the people of Naga;
8. Letter dated October 25, 2016 of the SP Secretary inviting Atty. Perfecto N. Bragais
III, City Legal Officer and Mrs. Gregoria Nilda B. Abonal, City Treasurer, to the
regular session on November 2, 2016 relative to the Consolidated Report of Business
Inspection submitted by the City Treasurer;
9. Letter dated October 25, 2016 of the SP Secretary inviting Mrs. Paciencia SJ. Tabinas,
City Treasurer, to the regular session on November 2, 2016 relative to the Statement of
Changes in Net Assets/Equity Special Education Fund for the quarter ended September 30, 2016
submitted by her office;
10. Letter dated October 25, 2016 of the SP Secretary inviting Mr. Ernani Suron, Naga City
School Board Administrator, to the regular session on November 2, 2016, relative to the
plans of the School Board for the remaining two months for the purpose of improving the
Public Education System;
11. Proposed ordinance ( sponsored by Hon. Salvador M. del Castillo) approving the
schedule of Fair Market Value of all Real Property including other Structures and
agricultural lands as the basis of the General Revision of Real Property Assessments in the
City of Naga in accordance with R.A. 7160 otherwise known as the Local Government Code
of 1991 and to take effect beginning Calendar Year 2009;
11A. Letter dated October 18, 2016 of the SP Secretary to Mr. Ramon R. Albeus, City
Assessor, following-up the status of the letter dated September 8, 2016 for him to
make a presentation with respect to the possible implications of the proposed
ordinance on Schedule of Fair Market Value of all real property;

D. NEW BUSINESS

1. Proposed ordinance (Authored by Hon. Nelson S. Legacion), entitled: “An ordinance amending
Sections 11 and 14 of Ordinance No. 2012-037 otherwise known as the Prescribed Naga Lupon
Ordinance (PNaLO) by increasing the amount of Honorarium and by replacing the certifying
authority that are therein respectively provided”;
2. Proposed ordinance reverting to unappropriated balance the amount of Seventy-Three Thousand
Pesos (P73,000.00) from Other Maintenance and Operating Expenses of the Sangguniang
Panlungsod Office, and appropriating the same to the Capital Outlay Account of the same
office;
3. Letter dated October 23, 2016 of P/Bgy. Jose Mari J. Mercado of Caceres Sports. San Felipe,
this city applying for a permit to hold Derby (4-Cock Derby) on December 10, 2016;
4. Proposed ordinance (Authored by Hon. Nelson S. Legacion and Hon. Elmer S. Baldemoro),
entitled: “An ordinance revising the Solo parent’s Ordinance of Naga, creating a solo
Parents’ Office defining its functions, providing for its personnel complement and
program guidelines, allocating funds for its operation and for other purposes”;
5. Barangay Resolution No. 016-1010 series of 2016 of Peñafrancia, entitled: “Resolution
requesting the City Government of Naga to finalize the budget allocation for the
construction of Barangay Peñafrancia Barangay Hall situated at Zone 5A Peñafrancia Avenue,
Naga City”;

E. OTHER MATTERS

1. Memorandum dated October 4, 2016 of Engr. Reynaldo G. Tagunando, Regional Director,
Department of Public Works and Highways, Regional Office No. V, Legazpi City, informing
that the proposed project for Naga CITY Portion of Daang Maharlika (Pan-Philippine
Highway) in the Road Widening Projects for 2017 DPWH Budget is within the project limits
of the on-going implementation of Hybrid Long Term Performance Base Maintenance
(LTPBM)Contract and for 2017 infrastructure Program, they were advised to exclude any
scope of work within this on-going project to avoid overlapping;
2. Copy of the Motion for Reconsideration (of the Resolution dated March 16, 2016) Ombudsman
from the on OMB-L- A-0319 Zenaida B. Salvador, Complainant –versus- John Bongat. et. al.
Respondent;
