Ordinance No. 2016-045 because it is an ultra vires act in violation of the time-honored
principle of separation of powers and it has the effect of usurpation or encroachment of
the exclusive power of the Appointing Authority or the Local Chief Executive (LCE)
since “who to appoint is a political question involving considerations of wisdom which only
the appointing authority can decide”;
4. Letter dated October 18, 2016 of Mr. Allen L. Reondanga, Chief of Office, CEPPIO, forwarding
the documents relative to the actions taken by their office on the NICC incidents involving
one of his staff, Mr. Benjamin Callo, and again asking an apology in his behalf for
having caused by his staff;

embodied under Ordinance No. 2015-11- 002 involving the amount of Four Million Eight
Hundred Eighty Nine Thousand Eight Hundred Sixty Two Pesos (P 4,889,862.00);
2. 1st Indorsement dated October 20, 2016 of the SP Secretary endorsing the new application for
Transfer of Trimobile Franchise of Ms. Rosalia Asence to Mr. Jesus B. Asence of Dona Clara
Village, Concepcion Pequeña, this city, (relative);

1. Letter dated October 20, 2016 of Engr. Rebecca J. Roces, District Engineer, 2 nd Engineering
District, Department of Public Works and Highways, submitting Status Report of various
infrastructure projects for the month of
October 2016;

report of Schedules & Balances of the Trust Fund for the month of September, for
information;

Regional Memorandum No. 2016-105 that needs to be accomplished for the Mapping Tool of the
Responsible Parenthood and Reproductive Health (RPRH) Law and to know the council’s opinion
about the provision;
4. Ex-Parte Manifestation and Compliance in ERC Case No. 2016-128 RC of the Energy Regulatory
Commission in the matter of the joint application for approval of the Interim Supply
Contract (ISC) entered into by and between Camarines Sur II Electric Cooperative, Inc.
(CASURECO ii) AND San Miguel Corporation (SMEC) with prayer for provisional authority
and confidential treatment of information, Camarines Sur II Electric Cooperative, Inc.
