1. Minutes of the 140th Regular Session of the 11th Sangguniang Panlungsod held on May 31, 2016.

B. SPECIAL BUSINESS OR ORDER

1. 1st Indorsement dated September 7, 2016 from the Office of the City Mayor endorsing the
letter dated August 30, 2016 of Mr. William S. Anacin of Urban Poor Site, Abella, this city,
applying for a permit to conduct a Mini Bazar at the side Street of Abella from corner J.
Hernandez and Abella Street up to corner General Luna Street from September 14 – 18,
2016”;
1A. Letter dated September 1. 2016 of Mr. Victor P. Bichara, Jr., Manager-Treasurer,
Victor Bichara & Sons, Inc., protesting/complaining of the use of Abella
St., adjacent to their building, specifically during the Peñafrancia
Festivities;

C. UNFINISHED BUSINESS

1. 1st Indorsement dated August 23, 2016 from the Office of the City Mayor endorsing Resolution
No. 11 s. 2016 of Barangay Bagumbayan Norte, requesting for the transfer of fund amounting
to Three Hundred Thousand (P300,000.00) Pesos for the construction of Educare Kitchen;
1A. Letter dated September 6, 2016 from the SP Secretary inviting the Barangay Council of
Bagumbayan Norte to the next regular session, on September 13, 2016 with respect
to their Resolution No. 11, 2016;
2. Letter dated 16, 2016 of His Honor, the City Mayor addressed to Engr. Ruben Sia, President,
Ruby Shelter and Realty Development Corporation, furnishing the position of the
City Government of Naga, with respect to his offered terms regarding his properties where
the temporary Eastbound Terminal is located;
3. Letter dated August 22, 2016 of Mr. Wilfredo B. Prilles, Jr., City Planning & Development
Coordinator, submitting the Executive-Legislative Agenda (ELA) for 2016-2019 which
uses the new prescribed Climate Change Responsive Format of the DBM;
4. Letter dated August 23, 2016 of Mr. Wilfredo B. Prilles, Jr., City Planning & Development
Coordinator, submitting updated report of the Technical Working Group relative to the Solid
Waste Management Project as to the best location for the Sanitary Landfill (SLF);
5. Proposed ordinance ( sponsored by Hon. Salvador M. del Castillo) approving the
schedule of Fair Market Value of all Real Property including other Structures and
agricultural lands as the basis of the General Revision of Real Property Assessments in the
City of Naga in accordance with R.A. 7160 otherwise known as the Local Government Code
of 1991 and to take effect beginning Calendar
Year 2009;
5A. Letter dated September 8, 2016 of the SP Secretary requesting Mr. Ramon R. Albeus,
City Assessor, to make a presentation before the Sangguniang Panlungsod during
the regular session on September 13, 2016 relative to the possible implication of
the proposed ordinance on the Schedule of
Fair Market Value;
6. Letter dated September 5, 2016 of Mr. Tomas A. Mancenido Jr., STRO/Chief of Office, Land
Transportation Office, informing that as of this day, their office is not facilitating the
pending transaction of the E-Trikes Vehicles due to some legal and or technical
consideration of instances stated in his
letter;

D. NEW BUSINESS


1. Resolution No. 2016-01 of CABARTODA, entitled: “Resolution endorsing the certain persons for
availment of the additional fourteen (14) franchise for Balatas-Cararayan Route”;
2. Board Resolution No. 036-2016 of Parkview Village Homeowners Association, Inc.,
Resolution respectfully requesting the Sangguniang Panlungsod of Naga City to impose
the applicable penalties of Ordinance No. 2008-079 on Enjoy Realty and Development
Corporation, (ERC) for failure to obtain prior written conformity of Parkview Village
Homeowners Association, Inc. on the alteration of plans of Parkview Village, and to direct
ERDC to immediately close the said road opening and restore the home lots to their
original state and to put in place and maintain at Parkview village only its
unaltered and approved power and water system plans among others;
3. 1 st Indorsement dated September 6, 2016 from the Office of the City Mayor, endorsing the
letter dated September 5, 2016 of Mr. Guillermo R. Divison of Concepcion Pequeña,
applying for E-Trike;
4. Letter dated September 6, 2016 of Ms. Edna S. Tejada, Provincial Director, Department of
Trade & Industry, informing that the DTI Camarines Sur will be holding a Seminar on E-
Commerce Cum Mini Trade Fair this coming September 25-26, 2016 and seeking approval of
the Naga City Government for DTI to use of Kinastilyohan Street as site of the Mini
Trade Fair for a period of at least two days;
5. Letter dated September 7, 2016 of His Honor, the City Mayor, requesting for the passage of
an ordinance consolidating all previously approved ordinances under a single
supplemental budget;
6. Undated letter of Mr. Marcelino Abasola of Bgy. Panicuason, this city, applying for E-
Trike franchise;

E. OTHER MATTERS

1. Letter dated September 5, 2016 of Mrs. Virginia Santos-Pascual, CLGOO, Department of
the Interior and Local Government, furnishing copy of the Memorandum dated July 26, 2016
from the Office of the Undersecretary for Local Government re: Updated guidelines on the
formulation of the Executive-Legislative Agenda (ELA), and requesting a copy of the
final output of the ELA of the City Government.
