More budget for drainage- SP

The members of the 12th Sangguniang Panlungsod (SP), headed by Vice Mayor Nelson Legacion, expressed their plan, during the 73rd Regular Session last Tuesday, January 9, on allotting additional budget to the City Engineer’s Office (CEO) for the repair and construction of drainage canals in the city that are causing flooding especially those in the low- lying areas.

Engr. Leon Palmiano, head of the CEO, reported to the August body during their recent session, the current situation of drainage canals in the city where he, basing from the reports of the barangay officials, identified before the council the areas needing drainage repairs.

In support of the proposed project, several SP members suggested the conduct of ocular inspection and investigation in the given areas and come up with solutions to mitigate flooding.

A budget of around 50M is estimated to support the project, not including the additional fund needed for the yet- to- be identified areas needing same project, which include the barangays of Bagumbayan Sur, Calauag and Liboton, among others, as identified by Councilor Joselito Del Rosario, as well as those already existing drainages identified by Vice Mayor Legacion which accordingly, needs to be rehabilitated, but can only be de- clogged for now to ensure clear passageways to connect in the identified storm drainages.

In an interview, Vice Mayor Nelson Legacion shared that they already advised Engr. Palmiano to coordinate with the Mr. Ernesto Elcamel, head of the City Disaster Risk Reduction and Management Office (CDRRMO) as they are seeing a portion of the Calamity Fund under the Naga City Disaster Risk Reduction and Management Office CDRRMO, as one possible source to finance the construction and repairs of drainages.

Engr. Palmiano and Mr. Elcamel is yet to discuss the proposal to use portion of the Calamity Fund of the CDRRMO for the project to which Mayor John Bongat holds the final decision.
