The award is being given by the Philippine Foundation for the Rehabilitation of the Disabled, Inc. (PFRD) in honor of one of the country’s heroes, Apolinario Mabini, who, despite his disability, made his contribution in the Philippine freedom.

The Apolinario Mabini Award aims to “(1) recognize individuals, groups and agencies that have made outstanding contributions to persons with disabilities and (2) promote wider recognition of disabled persons as self-respecting, self-reliant and productive members of society.”

It measures the “rendered exceptional services to the mass of citizens with disabilities within its jurisdiction in the last two years.”

Christopher Molin, the head of the Persons with Disability Affairs Office (PDAO) of Naga City, said that LGU- Naga, headed by Mayor John Bongat, is truly supportive of the PWD sector’s cause, given its initiatives such as the various ordinances and policies being passed to protect and promote the rights of the PWDs, as well as its strict compliance to the Accessibility Law.

The city also has its Resource Center for the Blind and the Community- Based Rehabilitation Specialists (CBRS) who closely monitor and identify the PWDs in every barangay.
