RAUL S. ROCO YOUTH ACHIEVEMENT AWARDS

 

Raul S. Roco (1941-2005) exemplified outstanding public service during his incumbency as a Philippine legislator: at one time district Representative of Camarines Sur, at another time Senator, and then Secretary of Education. He was one of the few statesmen the country ever had.

An active reformist, he believed in actively changing things for the good of the majority, in fighting for what is right and just at all cost while sustaining fair play, decency, and honor. He believed that his dreams for his beloved country must not die. For this yearning, the youth have a special place in his heart..



OBJECTIVES

The Raul S. Roco Youth Achievement Awards (RSRYAA) is instituted in the following objectives:

  • First. To honor the life of Raul S. Roco, who believed that the Filipino is good, honest, and hardworking.  Roco spent his life serving people with grace and wisdom, loving his country to death;
  • Second. To enjoin the youth to involve themselves and participate actively in the affairs of the country, in deference to Roco’s exhortation: “The youth is called to serve their country not tomorrow, but today”;
  • Third. To choose winners who will serve as role models of leadership in the community and whose project created a transformation that will uplift the socio-economic, ecological, moral, and political situation in the area they have chose to serve..

ELIGIBILITY.

Any number of members of a youth group, ages 15-25, who are school-based, or barangay-based, or are organized out-of-school youth groups, officially endorsed by the head of their school or by the barangay captain or by the parish priest or the Department of Education, regardless of religion, sex, social status, ethnicity, ideology or political affiliation, are qualified to participate.

TIME FRAME.

Only achievements within six-month period – from March-August of the current award year – will be considered for the awards.

The award year consist in:

  • October of the previous awards to January of the current award year will be for the Formal Launching of the RSRYAA;
  • March 30, 2012 : Deadline of submission of entries.
  • April 10, 2012:  Announcement of qualified projects. Within six months the project must have addressed the problem and its solutions implemented;
  • First Friday of September: submission of documents on completed projects; issuance of notice to the 10 semi-finalists
  • Third Week of September : screening and final presentation of completed projects to determine the five (5) finalists at the RAUL S. ROCO LIBRARY
  • October 13: Final judging: Site Validation and interview of the five finalists
  • October 26: Awards Night for the RSRYAA
THE PRIZES
  • The four finalists shall receive a trophy and a cash prize of Php 10,000.00
  • The grand prize winner shall receive a trophy designed by National Artist Salvador Bernal and a cash prize of P50,000.00

AWARDS DAY

The awards shall be given every October 26 of the year, Raul S. Roco Day, in a venue to be announced a week before the awards day, in Naga City, Philippines.

COMPOSITION OF THE BOARD OF JUDGES

Those who will compose the Board of Judges shall come from: The Raul S. Roco Foundation, the City Government of Naga, the Archdiocese of Caceres, the Academe, the Media, Non-Government of Organizations, Local Government Units, and the Business Sector.

The Chairperson of the Board of Judges shall be elected by the members of the Board from among themselves.  The decision of the Board of Judges, once announced is final and shall not be subject to review or reconsideration. Protests shall be entertained.

THE PROJECT

The youth group shall submit a project proposal with an explanatory note regarding an identified problem in their community that they decide to solve, using the Three-Step Methodology of SEE, JUDGE, and ACT.

THE THREE-STEP METHODOLOGY

This is popularly known as the Methodology and Pedagogy of SEE-JUDGE-ACT.

In order to be effective agents of change, the methodology introduced by Cardinal Joseph Cardjin, known as the See-Judge-Act method is recommended for the RSRYAA. The methodology uses Review of Life and Inquiry System. The object inquiry is to change the character of the individual first, the change others.  The process consists of:

SEEING the environment as it is – accurately and realistically.

Gather Facts. Be as objective as possible.

Search for the causes of the said observation.

JUDGING the environment chosen as it is and comparing the standards observed in this environment with those of Christ. What Gospel values are present? What Gospel values are missing? What values Gospel are violated?

ACTING to improve the actual observed standards in this environment until they conform to the standard of Christ. In short, how will you change what is to be change to what it should be.

The methodology is called Social Enquiry when applied to society, while it is called Review of Life when applied to an individual. The Action Plan should be SMART-V, which stands for: Specific in Nature, Measurable, Attainable, Realistic, and Time-bound Value Driven, Virtue-Inspired.
