To use the facilities of the library one has to present one's identification card. Those who would like to bring home books or reference materials, however, must be library members and present their Library Card.
A membership fee of Php 40.00 applies for bonfide residents of Naga City and Php 10.00 for clients at the Bookmobile.
Anyone interested in receiving a Library ID should bring the following requirements:

- Two(2) copies of 1"X1" colored picture.
- Photocopy of any one of these billing statements as proof of their residence(e.g. MNWS, CASURECO, telephone bill, cable or residence certificate).
- Photocopy of any one of the following identification cards - SSS, School, Office, Driver's License, PRC license etc.
- Accomplished the Library ID Registration Form.
