AN ORDINANCE AMENDING THE EFFECTIVITY DATE AND FUNDING COVERAGE OF ORDINANCE NO. 2015-053 KNOWN AS THE “NEW SENIOR CITIZENS ID ORDINANCE:-

Be it ordained by the Sangguniang Panlungsod of the City of Naga that :

SECTION 1. Section 3 of Ordinance 2015-053 shall now read :

Section 3. Prescription of New Senior Citizens Identification Card.  A new senior citizens identification card (ID) is hereby prescribed beginning 1 January 2016.

SECTION 2. Section 4 of Ordinance 2015-035 shall now read :

Section 4.  Invalidation of Old Identification Cards.  All Naga City white senior citizens ID cards shall be deemed invalid in Naga City beginning

1 July 2016.

SECTION 3. Section 12 of Ordinance 2015-053 shall now read :

Section 12.  Funding.  The cost for processing the new IDs either for new applicants or replacements of the old white ones from 1 January 2016 to 30 June 2016 shall charged to the Mandatory appropriation of the 2014 Surplus (Ordinance No. 2015-042).  Beginning 1 July 2016 the cost for the new IDs either for new applicants or for replacements shall be charged to the 2016 annual budget and so forth,

SECTION 4.  EFFECTIVITY. This ordinance shall become effective upon approval.

Ordinance No. 2015-072

AN ORDINANCE PROVIDING ALL BARANGAY OFFICIALS OF THE CITY OF NAGA FREE ANNUAL EXECUTIVE CHECK-UP AT THE NAGA CITY HOSPITAL DURING THEIR BIRTH MONTHS:-

EXPLANATORY NOTE

The barangays, being the basic units of government, are at the forefront of delivery of crucial social services to the Nagueños. They are vital in the sustainable and inclusive economic development and social progress of Naga. Their competence and responsiveness in addressing the needs of the people shall form a great part in shaping Naga as one of the most competitive and most liveable cities in the country and in the world.

Hence, it is necessary for the city government to ensure that elected officials in the 27 barangays of the city are healthy and physically fit to conduct their duties and perform their obligations. They should be provided with access to quality health care.

To achieve this end, this ordinance is hereby conceptualized.

BE IT ORDAINED, therefore, by the Sangguniang Panlungsod of the City of Naga, that:

SECTION 1. – TITLE. – This ordinance shall be known as “Barangay Officials Annual Executive Check-Up Ordinance”.

SECTION 2. – PURPOSE.- This ordinance is enacted in order to:

  1. Enhance the performance of barangay officials of their functions, duties and obligations, by ensuring that they are physically fit and healthy to do the same; and
  2. Strengthen the partnership between and among the officials of the city government and of the 27 barangay governments of Naga City.

SECTION 3. – SCOPE. This ordinance shall cover all incumbent barangay officials of the 27 barangay governments of Naga City, namely the Punong Barangay, Barangay Kagawads, Sangguniang Kabataan Chairman, SK Kagawads, Barangay Secretary, Barangay Treasurer and Barangay Record Keeper.

SECTION 4. –ANNUAL EXECUTIVE CHECK-UP.- Barangay officials, as enumerated above, of the 27 barangay government of Naga City shall be conferred the privilege of availing an executive check-up at the Naga City Hospital during their respective birth months.

The executive check-up shall cover ECG, chest x-ray, urinalysis and complete blood test ( includes CBC/platelet, FBS, uric acid, blood urea nitrogen, SGPT, SGOT, croatinine, triglycerides, cholesterol, HDI, I.DI., BUN, SGPT and SGOT).

This privilege shall be solely extended to the officials of the barangays and shall be non-transferable to their kin, and relative or friends.

This privilege shall also be availed during the period of their birth months. In this connection, all barangays of Naga City are hereby enjoined to submit a list of their respective Barangay officials with corresponding date of birth to the office of the head of the Naga City Hospital.

SECTION 5. FUNDING. – The Naga City Hospital shall incorporate in their annual budget an appropriation for the purpose.

SECTION 6. –SEPARABILITY CLAUSE.-Any provision or portion of this ordinance found to be unconstitutional or invalid shall not impair the other provisions or parts thereof which shall continue to be in force and effect.

SECTION 7. – REPEALING CLAUSE. Any or all ordinance, rules and regulations which are inconsistent or in conflict with the provisions of this ordinance are hereby repealed and modified accordingly.

SECTION 8. – EFFECTIVITY. – This ordinance shall take effect.

Ordinance 2015-066

AN ORDINANCE DECLARING J. MIRANDA AVENUE ON THE NORTH AND SOUTH AND MAYFLOWER STREET ON THE EAST OF THE NAGA CITY FIRE PROTECTION OFFICE AS FIRE LANES :-

Be it ordained by the Sangguniang Panlungsod of the City of Naga that:

SECTION 1.  Title – This ordinance shall be known as the Fire Lane Ordinance.

SECTION 2.  Purpose – This ordinance shall ensure that the immediate exit roads from the Naga City Fire Protection Office (NCFPO) provide clear lanes to the main roads to speed up response time in case of emergency.

SECTION 3.  Fire Lanes – The following streets are declared fire lanes from the gate of the NCFPO to the corners of main roads as indicated:

a. J. Miranda Avenue, northbound to corner of Taal Avenue
b. Mayflower Street, eastbound to corner of Magasaysay Avenue
c. J. Miranda Avenue, southbound to corner of Panganiban Drive

SECTION 4. Observance of the Fire Lanes – To ensure the immediate response to emergency calls, all concerned shall observe the following:

a. This ordinance covers all motor vehicles, pedicabs, bicycles, pushcarts, as well as their respective drivers/operators.
b.There shall be no parking/obstruction on these lanes 24 hours a day, seven days a week.
c. Drivers should ensure speedy loading and unloading of passengers along the fire lanes.  In case of emergency sirens, they and all others on or along the fire lanes should promptly and completely clear the lane.
d. Drivers may park or stop and unload cargo only along the opposite lanes.

SECTION 5.  Penalties – For violation relative to any or all of the provisions above, the following sanctions shall be implemented:

a. Citation tickets shall be served for all motor vehicles and all other matters parked on and/or obstructing the fire lane beyond five minutes.  The penalty for this is P100.00 for the first hour and P100.00 every hour thereafter payable at the City Treasurer’s Office.

b. P500.00 shall be imposed on potentially or actually obstructive cargo unloaded on the fire lanes.

c. The penalties shall automatically be doubled in cases of vehicles and other matters actually parked on and/or obstructing the fire lane during emergency.

SECTION 6.  Repealing Clause – Upon effectivity of this ordinance, all related ordinances are hereby repealed.

SECTION 7. Separabilty Clause – Should any portion or provision of this ordinance be declared unconstitutional or invalid, the other parts thereof which are not affected thereby and shall continue to be in full force and effect.

SECTION 8. Effectivity – This ordinance shall be effective fifteen days after publication.
