Availing of Special Program for Employment of Students (SPES) for Applicants

ABOUT THE SERVICES

THE SPECIAL Program for Employment of Students (SPES) aims to help poor but deserving students pursue their education by encouraging their employment during summer and/or Christmas vacation for secondary and throughout the year for tertiary students This is mandated under Republic Act 7323.

The program is conducted every year. Participants are assigned to work in SPES-registered private establishments, government institutions and departments. Work duration is a minimum of 20 days but not more than 52 days. Participants are entitled to at least a minimum wage. Of this, 60% is paid by the employer; 40% is paid by the Department of Labor and Employment (DOLE). Applications are screened at the Metro PESO Employment and Manpower Development Center.
REQUIREMENTS

  • Duly filled-up Registration Form with ID pictures
  • Any of the following to attest to the applicant’s age:
    a) Birth or baptismal certificate
    b) Joint affidavit of 2 disinterested parties
  • Certification from the school as proof that he or she is currently enrolled and with an average grade of 85 and above,
  • Any of the following to attest to the applicant’s family income:
    a) Latest Income Tax Return of the parents/guardian
    b) Bureau of Internal Revenue (BIR) Certification that parents are not filing Income Tax Returns
  • Barangay Certification / Affidavit of Indigency
  • Voter’s ID / Affidavit of Parents

HOW TO AVAIL OF THE SERVICES

FOLLOW THESE STEPS IT WILL TAKE YOU PLEASE APPROACH
1. Fill-up Registration Forms

Ask for copies of Registration Form and fill it with complete and correct information.

Submit the RKS, with 1″ x 1″ pictures, within 1 or 2 days.

Requirements will be evaluated upon submission of applicants.

2. Assessment of Manpower Requirements

EMDC staff assesses the SPES manpower requirements of the different line agencies and private companies based on job vacancies solicited starting from the month of February.
This is done to come up with a line-up of possible SPES participants.

3. SPES Orientation
Attend a SPES Orientation for information on the details and guidelines of the program.

4. Evaluation
Applicants are asked to come back on a scheduled date. Students who qualify are contacted by phone and a list of qualified students will also be posted at the Metro PESO office.

5. Publication of Line-up
If you are included in the master list or line-up, ask for a Referral Letter to a participating government agency or private establishment.
6. Work Assignment
Proceed to the assigned office/ establishment and have your name listed. Bring your Referral Letter.

A Monitoring Team is assigned to gather the lists of referred and placed SPES participants from the different line agencies and private firms.

7. Signing of SPES Contract

Sign the Employment Contract and SPES Certification.

Pay Php 5.00 for GSIS Insurance

8. Signing of Termination Report
At the end of the work assignment, report to Metro PESO for signing of a Termination Report.
9. Payroll Preparation and Processing
After the end of work period, SPES grantees shall submit duly filled up and signed Daily Time Record and Accomplishment Report to Metro PESO who in turn will prepare payroll and process same for payment of 60% counterpart wages (40% counterpart wages is paid by DOLE)
