Functions of Standing Committees

1. COMMITTEE ON RULES AND PRIVILEGES:-

Functions:

  1. Responsible for everything relating to the Rules of Procedure of the Sangguniang Panlungsod;
  2. To prepare, provide or adopt the Calendar, agenda, order and manner of transacting business in the regular session, special sessions of the Sangguniang Panlungsod;
  3. To propose reorganization of the Standing Committees and creation of new committees;
  4. Perform such other functions as the Sangguniang Panlungsod may adopt.

2. BLUE RIBBON AND ADMINISTRATIVE CASES COMMITTEE:-

Functions:

  1. Formulate rules and regulations on matters pertaining to and in relation with the conduct of investigation of complaints and charges of disorderly conduct affecting the Sangguniang Panlungsod and its members;
  2. Formulate rules and procedures in the conduct of hearing and decide administrative cases filed against elective barangay officials pursuant to the provisions of RA 7160;
  3. Investigate complaints and charges against employees of the LGU when such charges have a direct bearing with ordinances and resolutions passed by the Sangguniang Panlungsod.  Reports and recommendations on these investigations shall be submitted to the Sangguniang Panlungsod for    their information and appropriate action;
  4. Study and recommend policies and procedures for proper, judicious and effective implementation of Rules which will discourage, minimize and eradicate Graft and Corruption, abuse of authority and inefficiency in government service;
  5. Perform such other functions as the Sanggunian may adopt.

3. COMMITTEE ON APPROPRIATIONS:-

Functions:

  1. Responsible for the study and review of Annual Budget Proposal for submission to the Sangguniang Panlungsod for approval, and the subsequent submission to the Department of Budget and Management;
  2. Study and recommend policies and procedures for the proper, judicious, and effective implementation of appropriation measures and/or use of public funds;
  3. Authorize releases pertaining to pecuniary matters;
  4. Coordinate with other offices, government agencies and other committees in the performance, and implementation of the aforementioned functions;
  5. Perform such other functions as the Sanggunian may adopt.

4. COMMITTEE ON WAYS AND MEANS:-

Functions:

  1. Study all matters pertaining to the tax and revenue collection of the LGU;
  2. Study and recommend policies and procedures for the effective collection of taxes and other revenues;
  3. Study, review and recommend management program on financial investment of public funds;
  4. Establish and implement policies and procedures on internal control and proper record keeping;
  5. Establish fiscal machinery for development projects and the financial economic policies related thereto;
  6. Coordinate with other offices, government agencies and other committees in the performance and implementation of the aforementioned functions;
  7. Responsible for the fiscal administration and policy;
  8. Prepare long term development program, including fiscal and administrative measures necessary for the achievement of program goals;
  9. Perform such other functions as the Sanggunian may adopt.

5. COMMITTEE ON INFRASTRUCTURE:-

Functions:

  1. Prepare and recommended measures to update National Building and Construction Code and the Fire Code;
  2. Study and review proposed building and construction projects to ensure conformity with the Building and Construction Code;
  3. Study and recommend the construction of the city roads, bridges, public buildings and public parks.  Ensure that the proper repair and maintenance measures are implemented;
  4. Conduct regular inspection of all city roads and bridges, public buildings and public parks and other similar structures within the scope of the responsibility of the City of Naga.  Make semi-annual report and recommendation to the Sangguniang Panlungsod and  other concerned government agencies;
  5. Prepare the necessary project studies for any public building, structure needed by the city and/or recommended for construction.  Make the necessary representation with all agencies concerned.
  6. Coordinate with the Office of the CPDO, City Engineer and other committees affected by such activities aforementioned;
  7. Perform such other functions as the Sanggunian may adopt.

6. COMMITTEE ON LAND USE:-

Functions:

  1. Study and review proposals, projects and programs, pertaining to the use of land within the jurisdiction of Naga City;
  2. Implement and enforce Zoning Regulations, and evaluate subdivision proposals;
  3. Establish linkage with concerned government agencies and private/non-government organizations;
  4. Disseminate information and literature pertaining to Land Use;
  5. Responsible for all matters relating to appropriation of lands;
  6. Review Barangay Land Use plan in consonance with the city Land Use plan;
  7. Perform such other functions as the Sanggunian may adopt.

7. COMMITTEE ON EDUCATION:-

Functions:

  1. Study and review proposals, projects and programs pertaining to the educational upliftment within the jurisdiction of Naga City;
  2. Determine the effects of such proposals, projects and programs on the educational development both the short-run and the long-run results;
  3. Conduct programs and activities that would encourage the use of the Public Library;
  4. Conduct researches in educational fields as aid in policy formulation (Survey of Standard of Education in all levels);
  5. Formulate measures for dealing with educational problems such as high tuition fees, crowded classroom and unqualified teachers;
  6. Formulate and initiate seminars on educational policies and practices and be responsible for the dissemination of literature and information thereof;
  7. Establish linkages with all local and national government agencies concerned;
  8. Establish reading and information centers in all barangays within Naga City;
  9. Perform such other functions as the Sanggunian may adopt.

8. COMMITTEE ON HEALTH:-

Functions:

  1. Study and review proposals, projects and programs pertaining to the health awareness of the people in Naga City;
  2. Conduct studies, programs and projects pertaining to health development, nutrition, population and other related areas;
  3. Establish Barangay Centers to serve as a venue for seminars and meetings/sessions, and as feeding centers and immunization centers for children;
  4. Coordinate with local, regional and national government offices on projects, plan and activities on health services;
  5. Formulate measures for dealing with health problems such as spread of communicable diseases, like tuberculosis, german measles, typhoid fever and the like, including the prevention of aids, birds flu and ebola virus;
  6. Formulate and initiate seminars, lectures and information drives related to general hygiene and sanitation, and solid waste collection and disposal;
  7. Perform such other functions as the Sanggunian may adopt.

9. COMMITTEE ON AGRICULTURE:-

Functions:

  1. Study and recommend the creation of research and development programs that would enhance the Agri-Business potentials;
  2. Create an information center pertaining to projects and technology on Agri-Business;
  3. Study and recommend programs that will assist smalltime businessmen, agricultural producers including the marketing and disposition of their agricultural products;
  4. Conduct studies and researches on the utilization of upland and idle lands to include irrigation and soil management, crop production and pest control, animal breeding, and other agricultural projects;
  5. Organize and conduct trade fairs and exhibits for agri-products;
  6. Study and recommend Agri-Business ventures wherein the city government may invest in;
  7. Study and recommend the establishment of rural industrial projects and services;
  8. Coordinate with the Department of Agriculture in connection with the development of agricultural projects;
  9. Perform such other functions as the Sanggunian may adopt.

10. COMMITTEE ON INVESTMENT, TRADE, INDUSTRY & ECONOMIC ENTERPRISES:-

Functions:

  1. Conduct research and development programs that would determine the feasibility of establishing industrial complexes within the City of Naga;
  2. Conduct studies and recommend industries that would enhance the growth and development of Naga City as an Industrial Center;
  3. In coordination with the Office of the City Treasurer, formulate incentive plans and programs that would encourage and motivate businessmen and large corporations to set-up/establish their industrial complexes/branches/subsidiaries within the city;
  4. Study control of water resources in relation to power development and flood control;
  5. Appraise and publish opportunities for the establishment of new industries and investments;
  6. Appraise and publish list of mineral resources including geo-logical, geo-physical and other techniques of location;
  7. Coordinate with CPDO on the proper and effective allocation of area assignment for industrial use;
  8. Coordinate with the Committee on Land Use and Ecology on the implementation of the rules and regulations governing ecological control and balance as applicable to the industry concerned;
  9. Study, recommend and initiate trade fairs and commercial displays to improve commercial and trade communication between the City of Naga and Industrial entities;
  10. Conduct studies on Industrial Organization and Management;
  11. Establish linkages with local or national government agencies concerned;
  12. Perform such other functions as the Sanggunian may adopt.

11. COMMITTEE ON CITY PROPERTIES:-

Functions:

  1. Implement proper maintenance and upkeep of all public buildings, public parks and public properties;
  2. Maintain an effective record keeping control and communication system within its area of responsibility;
  3. Coordinate with the Civic Organizations, Barangay Units, Student Organizations, Schools and Universities and the Committee on Sports Development for the use of Public Parks and Centers in connection with sports programs and activities;
  4. Conduct a continuing program of research and development in the field of parks and sports complex operation;
  5. Undertake regular inventories of city properties and work for the titling of those without property titles;
  6. Perform such other functions as the Sanggunian may adopt.

12. COMMITTEE ON MARKET AFFAIRS:-

Functions:

  1. Formulate management and control programs for the efficient and effective operation of the Naga City Public Market including all satellite markets and “talipapa” and other economic enterprises;
  2. Implement  proper allocation and assignment of stalls and spaces in the public market and of concessionaries in the satellite markets and “talipapa”;
  3. Formulate a system of rental allocation for every available market spaces authorized for lease;
  4. Conduct a continuing program of research and development in the field of market operation;
  5. Perform such other functions as the Sanggunian may adopt.

13. COMMITTEE ON YOUTH AND SPORTS DEVELOPMENT:-

Functions:

  1. Encourage youth involvement in social and civic activities, programs and projects of the city;
  2. Coordinate with educational institutions in the implementation of activities and programs promoted and initiated by student organizations;
  3. Conduct seminars on youth development and youth leadership;
  4. Coordinate with local, regional and national youth organizations in the implementation of their various programs and activities;
  5. Coordinate with and assist Barangay officials in the organization of Sangguniang Kabataan and Pederasyon ng Sangguniang Kabataan of Naga City;
  6. Establish  youth center, information and reading center;
  7. Take charge of coordinating all Barangay Youth Activities, such as youth induction, youth fund raising, youth rabuz and the likes;
  8. Formulate year-round program activities directed towards making the people of Naga City Sports conscious and active participants in the same;
  9. Coordinate with the education sector, the civic organizations and barangay units in the implementation of the above-mentioned programs;
  10. Establish linkages with the local, regional and national Department on Youth and Sports Development;
  11. Coordinate with the Committee on City Properties for the use of the Naga City Civic Center and other facilities for sports activities;
  12. Encourage the business sector to sponsor sports programs, projects and activities;
  13. Initiate and assist the development of new sports;
  14. Update ordinances and policies relating to sports to ensure just and fair implementation of the same;
  15. Perform such other functions as the Sanggunian may adopt.

14. COMMITTEE ON LAWS, ORDINANCES & REORGANIZATION:-

Functions:

  1. Attend to matters and items pertaining to laws and ordinances;
  2. Study and analyze proposed and recommended laws and ordinances prior to presentation to the Sangguniang Panlungsod;
  3. Ensure that all laws and ordinances prior to their enactment are within the limits of the laws of the land and do not violate any human, civil and legal rights of the citizenry;
  4. Study and recommend management practices that would maximize efficiency and effectiveness of the city’s organization and staffing;
  5. Undertake reorganization and proper staffing;
  6. Standardize administrative procedures and the coordination and control of all local administrative services;
  7. Formulate a system of updating ordinances and laws to ensure just and fair dispensation;
  8. Perform such other functions as the Sanggunian may adopt.

15. COMMITTEE ON BARANGAY AFFAIRS/BARANGAY DISPUTES:-

Functions:

  1. Coordinate all Barangay Affairs related to programs and activities of the City of Naga;
  2. Study and recommend measures that will develop leadership and involvement of barangay officials in governmental programs and projects;
  3. Attend to all queries and complaints related to barangay matters;
  4. Formulate policies that will strengthen the Association of Barangay Councils now known as Liga ng mga Barangays;
  5. To hear and cause the amicable settlement of boundary disputes involving two (2) or more barangays in the city;
  6. Jointly with the similar Committee or representative(s) of the other Sanggunian(s), to hear and cause the amicable settlement of boundary disputes involving the City of Naga and the other adjoining municipalities;
  7. Perform such other functions as the Sanggunian may adopt.

16. COMMITTEE ON CULTURE AND THE ARTS/TOURISM:-

Functions:

  1. Formulate policies and programs relating to culture and the arts;
  2. Formulate policies and programs for the preservation of historical   sites and cultural heritage;
  3. Coordinate the activities of the Peñafrancia Festivities and other socio-cultural activities in the city;
  4. Establish linkages with non-governmental and socio-civic organizations in aid of legislation;
  5. Establish linkages with non-governmental and socio-civic organizations in aid of legislation;
  6. Study and recommend the naming and renaming of streets;
  7. Develop and promote Naga City as one of the tourist spots in the Bicol Region;
  8. Monitor conditions in all hotels, restaurants and resorts to ensure that they maintain standards as set forth by the Department of Tourism;
  9. Develop programs and projects that will encourage the development of city’s natural resources, such as waterfalls and springs, into tourist attractions;
  10. Formulate and publish an information brochure on Naga City and ensure proper and effective dissemination of same to all agencies concerned;
  11. Perform such other functions as the Sanggunian may adopt.

17. COMMITTEE ON PUBLIC UTILITIES:-

Functions:

  1. Regulate the operation of public service utilities within the jurisdiction of the city for such services as transportation, communication, media, electricity, water, sanitation and waste disposal and other similar services;
  2. Study and review all project proposals recommended for the implementation of public service utilities, their continued existence, cancellation of franchise or permits, expansion and/or improvements;
  3. Investigate any and all wrong doings or violations that may have been committed by public service utilities and submit such findings to the Sangguniang Panlungsod for appropriate action;
  4. Establish policies and procedures pertaining to the imposition of fines and penalties for the violation of city ordinances and contracts made with the city government by the public service utilities;
  5. Disseminate reports, findings and recommendations to all agencies, offices and committees concerned with the operation of such public utilities;
  6. Coordinate with other government agencies, other city offices and committees in the performance of the functions and responsibilities stated above;
  7. Appraise the potentialities of various means of transportation (road, railroad, inland, water, etc.) in relation to the needs of the entire population of the city;
  8. Maintain an on-going study on the technological development and advancement in relation to public utilities;
  9. Perform such other functions as the Sanggunian may adopt.

18. COMMITTEE ON HUMAN RIGHTS:-

Functions:

  1. Conduct studies, researches and programs for the protection and promotion of human rights;
  2. Establish linkages with the local and national government agencies concerned;
  3. Disseminate information and literature pertaining to human rights;
  4. Initiate seminars and lectures on the protection and promotion of human rights;
  5. Perform such other functions as the Sanggunian may adopt.

19. COMMITTEE ON GAMES AND AMUSEMENT:-

Functions:

  1. Conduct studies pertaining to the following areas but not limited to:
    • Professional basketball
    • Jai-Alai
    • Cockfighting
    • Lotto
    • Casino
    • Professional Boxing
    • Carnival
    • Concert
  2. Evaluate all applications to hold above-cited games/amusements thru committee hearing and endorse recommendation to the Mayor’s Office before the grant of permit;
  3. Regulate the above-mentioned areas and the supervision of such activities within Naga City;
  4. Determine the effects of such activities on the social and moral values of the people both the short and long term results;
  5. Formulate policies and measures that will afford safety and protection of the public against such activities;
  6. Regularly inspect such establishments to ensure the proper and effective implementation of policies and measures;
  7. Perform such other functions as the Sanggunian may adopt.

20. COMMITTEE ON FAMILY, WOMEN & GENDER DEVELOPMENT:-

Functions:

  1. Conduct studies, researches and programs for the upliftment of family, gender development and women relationship;
  2. Formulate measures that will enhance the dignity and image of our women;
  3. Ensures the effective implementation of all programs, measures and related ordinances that protect family and women’s right;
  4. Establish linkages with the local and national government agencies concerned;
  5. Disseminate information and literature pertaining to women and family;
  6. Initiate seminars and lectures to strengthen the moral values and social responsibilities of women and parents;
  7. Formulate measures that will enhance the dignity of the family;
  8. Ensures the effective implementation of all programs, measures and related ordinances that protect family traditions;
  9. Perform such other functions as the Sanggunian may adopt.

21. COMMITTEE ON CHILDREN:-

Functions:

  1. Formulate policies and to conducting studies and researches involving children;
  2. Formulate programs and measures that will better enhance the dignity, image and socio-economic standing of streetchildren;
  3. Disseminate information and literature pertaining to children;
  4. Initiate seminars, lectures and fora to strengthen the moral values and social responsibilities of children;
  5. Establish linkages and ties with other government agencies and with non-governmental organizations on matters concerning children;
  6. Ensure effective and responsive implementation of all laws, ordinances, programs, measures and policies that protect the rights of children;
  7. Perform such other functions as the Sanggunian may adopt.

22. COMMITTEE ON URBAN POOR AFFAIRS:-

Functions:

  1. Study all matters pertaining to the City’s Urban Poor and its situation;
  2. Study and review existing, as well as proposed, government policies, programs and projects affecting the urban poor;
  3. Formulate policies, measures, programs and projects that best respond to the developmental needs, concerns, and issues affecting the urban poor, e.g. livelihood projects, skills training and upgrading, etc.;
  4. Review and formulate policies and guidelines governing the delivery of services by the City Offices directly concerned with the programs affecting the urban poor;
  5. Review, formulate and design program, projects and strategies affecting the urban poor sector’s effective participation in the development directions of the city;
  6. Coordinate with local, regional and national offices on areas and matters affecting the urban poor sector;
  7. Review and formulate policies and guidelines pertaining to the housing program for the urban poor;
  8. Review existing ordinances and resolutions pertaining to the urban poor;
  9. Perform such other functions as the Sanggunian may adopt.

23. COMMITTEE ON PEOPLE EMPOWERMENT:-

Functions:

  1. Review, revise and formulate criteria/procedures for accreditation and maintenance thereof in accordance with the provisions of Republic Act 7160 and City Ordinance No.95-092;
  2. Undertake the accreditation of NGOs and POs as defined under City Ordinance No. 95-092;
  3. Hear and recommend actions relevant to the accreditation or maintenance/withdrawal of accreditation of NGOs and pos;
  4. Formulate a system classifying NGOs/Pos according to the services rendered or programs undertaken for purposes of making more effective people’s participation in local governance;
  5. Review, revise and formulate policies, programs, and system designed to achieve the provisions, intents and purposes of the Local Government Code of 1991 and the Empowerment Ordinance of Naga City;
  6. Review, revise and formulate policies, programs and systems that promote and encourage NGO/PO partnership with the Naga City Local Government in undertaking programs and projects for the development of the community;
  7. Recommend measures that ensure availability of funds from the annual appropriations for programs and projects which NGOs and Peoples may undertake to partnership with the City;
  8. Coordinate with people’s and non-government organizations for the purpose of strengthening the City’s partnership and joint undertakings with them;
  9. Perform such other functions as the Sanggunian may adopt.

24. COMMITTEE ON SENIOR CITIZENS:-

Functions:

  1. Conduct studies and to formulate programs and projects for the benefits of the Senior Citizens;
  2. Initiate community activities and public dissemination of all programs and activities of the Senior Citizens;
  3. Coordinate with the Office of the Senior Citizens Affairs (OSCA) and its Federation Officers and members and to represent their interest before the Sanggunian;
  4. Establish regular consultations with the Senior Citizens organizations in all the 27 barangays of Naga City.
  5. Perform such other functions as the Sanggunian may adopt.

25. COMMITTEE ON MANPOWER AND LIVELIHOOD DEVELOPMENT:-

Functions:

  1. Develop full use of manpower obtaining or available in the City of Naga;
  2. Establish and implement training and development for the labor force in the City of Naga;
  3. Encourage the establishment of vocational and technological schools and assist them in implementing their various programs;
  4. Coordinate with the local as well as national offices of the POEA in the hiring of manpower for overseas employment;
  5. Establish programs of education and training for out-of-school youth and coordinate with civic organization in the hiring and employment of deserving youths;
  6. Look into the enforcement of labor laws;
  7. Conduct studies and researches on employment problems of women and youth workers, wages and conditions of work of agricultural labor and the social problems of cultural minorities;
  8. Conduct surveys and researches and development programs that will promote the organization of  cooperatives and establish livelihood measures, if possible in all barangays of the city;
  9. Conduct studies and recommend livelihood programs that would enhance the living standards of the poor;
  10. Coordinate with local, regional and national cooperative agencies for proper and effective implementation of policies and programs on cooperatives;
  11. Conduct evaluation and review of all beneficiaries of the livelihood program of the City Government;
  12. In coordination with the Metro PESO and other agencies concerned, conduct a study and formulate programs and projects design to improve existing livelihood programs and the identification of possible resources;
  13. Recommend any measures intended to improve and develop the sector;
  14. Establish a regular consultative meeting with the 27 barangays of the City and/or initiate livelihood seminars and information dissemination on livelihood program of the city government;
  15. Perform such other functions as the Sanggunian may adopt.

26. COMMITTEE ON CONSUMER  PROTECTION:-

Functions:

  1. Formulate measures that deal with the protection and well-being of consumers in Naga City;
  2. Initiate seminars on the fundamental rights of consumers;
  3. Create an efficient complaints department to investigate and assist the consumers on their problem;
  4. Disseminate information and literature pertaining to consumers’ rights;
  5. Establish linkages with local or national government agencies concerned;
  6. Encourage and initiate the organization of consumer protection groups to strengthen their position against business malpractices;
  7. Perform such other functions as the Sanggunian may adopt.

27. COMMITTEE ON ENVIRONMENT & ENERGY:-

Functions:

  1. Formulate measures for the preservation and protection of the environment, for the improvement of ecological balance, and for the prevention and control of land, air water pollution; including such measures to effectively enforce penalties and fines to violators of environmental laws and regulations;
  2. Establish Ecological Waste Management Program on the generation, collection and disposal of solid and liquid wastes;
  3. Study and recommend plans and projects pertaining to waste treatment, sanitary landfill and such other proposals that will preserve, protect and enhance the environment;
  4. Monitor compliance of industrial operations and commercial activities to the various environmental and ecological laws;
  5. Establish, maintain, protect and preserve forest, watershed, tree parks, botanical gardens and agro-forestry projects; provide such other support necessary for forest development projects;
  6. Regulate small scale mining and utilization of minimal resources including quarrying;
  7. Coordinate and link up with the DENR and other government agencies, the civil society and various sectors and institutions/organizations concerned, for the beautification and cleanliness programs and environmental activities;
  8. Monitor prices of petroleum fuel and gas in the city;
  9. Conduct studies and research on electric power, including its generation, transmission and distribution;
  10. Formulate measures that will explore and promote renewable energy sources, and energy conservation;
  11. Perform such other functions that the Sanggunian may adopt.

28. COMMITTEE ON PEACE AND ORDER:-

Functions:

  1. Study, review and make recommendations on matters pertaining to peace and order and human rights violations brought to the attention of the committee for appropriate action;
  2. Provide and recommend measures for improvement and proper implementation of policies, programs and regulations related to peace and order and the roles of the police authorities in time of disasters and calamities;
  3. Provide and recommend measures in the coordinated efforts to support the Philippine National Police and other police authorities in the enforcement of laws and ordinances;
  4. Provide and recommend crime prevention programs in coordination with other police agencies and civic organizations;
  5. Provide and recommend training programs to PNP members, Barangay Tanods and other supportive groups of the law enforcers to enhance and be updated of new laws, issuances and ordinances;
  6. Provide and recommend to the Peace and Order Council an annual recognition and incentives to deserving PNP members and other law enforcers and supportive groups;
  7. Provide and recommend measures in the improvement of traffic system in the City of Naga;
  8. Recommend measures in adopting paid private parking areas in the City of Naga;
  9. Responsible in the disposition of appropriated support funds for the operations of any quasi law enforcement groups;
  10. 10. Study and recommend measures relating to public safety in anticipation of disasters and calamities;
  11. Recommend measures in adopting training programs to mitigate the disastrous effects of natural or man-made calamities;
  12. Coordinate with the Bureau of Fire Protection (BFD) in the conduct of fire prevention efforts and with the City Engineer’s Office (CEO) in the proper maintenance of public buildings, roads, bridges and esteros, creeks and rivers;
  13. Recommend measures in adopting proper traffic signages that shall conform with international traffic signs and in the maintenance of road/street traffic paints;
  14. Recommend measures that will ensure safeness to all passage ways of people and vehicles (i.e. repair of pot holes, clearance and dangling wires, leaning posts, etc.);
  15. Recommend measures to make potable water safe in all places;
  16. Recommend measures in adopting a safe haven for deprived residents during calamities and disasters;
  17. Coordinate with Public Safety Office in other matters relating to peace and order;
  18. Recommend measures to correct and/or prohibit any structure that may cause harm or injuries to people and damage to any public or private property when visited by any natural or man-made calamity or disaster;
  19. Perform such other functions as the Sanggunian may adopt.

29. COMMITTEE ON PERSONS WITH DISABILITIES:-

Functions:

  1. Formulate measures to protect and uphold the rights and welfare of persons with disabilities; including but not limited to: establishment of an Office dedicated to addressing the issues and concerns of the PWDs, enforcement of existing pertinent laws, and such other programs, projects and activities related thereto;
  2. Establish working relationship with the National Commission on Disability Affairs and other government agencies; the local government offices and non-government organizations concerned; the local organization of PWDs and the various sectors;
  3. Perform such other functions as the Sanggunian may adopt.
