Procurement will be conducted through open competitive bidding procedures in accordance with RA 9184 and its Implementing Rules and Regulations (IRR).
To bid for this contract, a contractor must submit a Letter of Intent (LOI) and must meet the following major criteria: a) Filipino citizen or 75% Filipino-owned partnership, corporation, cooperative or joint venture with PCAB license applicable to the type and cost of the contracts; b) completion of a similar contract costing at least 50% of ABC within a period of ten (10) years; and c) Net Financial contracting Capacity at least equal to the ABC or credit line commitment of at least 10% of ABC. The BAC will use non-discretionary pass/fail criteria in the eligibility check and preliminary examination of bids.
The significant times and deadlines of procurement activities are shown below:
1. Receipt of LOI and Request for Eligibility from prospective bidders Deadline: 5:00 PM on March 1, 2012
2. Issuance of Bid Documents March 5 to 16, 2012
3. Pre-Bid Conference 3:00 PM, March 5, 2012
4. Receipt of Bids Deadline: 3:00 PM on March 16, 2012
5. Opening of Bids 3:00 PM on March 16, 2012
The BAC will issue hard copies of Bidding Documents (BDs) at the Office of the BAC Secretariat c/o City Planning & Development Office, City Hall Compound, Naga City, upon payment of a nonrefundable fee in the amount of P 1,000.00 for LOI and P 3,000 for registration and for cost for bidding documents, please see table above. Prospective bidders may also download the BDs from the Naga City website, www.naga.gov.ph, provided that bidders shall pay the fee for the Bidding Documents not later that the submission of their bids. Bids must be accompanied by a bid security, in the amount and acceptable form, as stated in Section 27.2 of the Revised IRR.
Prospective bidders shall submit their duly accomplished form in the BDs in two (2) separate sealed envelopes addressed to the BAC Chairman. The first envelope shall contain the technical component of the bid, which shall include the eligibility requirements. The second envelope shall contain the financial component of the bid. Contract will be awarded to the Lowest Calculated Responsive Bid as determined in the bid evaluation and post-qualification.
The City Government of Naga reserves the right to accept or reject any bid, to annul the bidding process any time before contract award, without thereby incurring any liability to the affected bidders.
