The City Government of Naga, through the Local Disaster Risk Reduction Management Fund (LDRRMF)-CO, intends to apply the sum of Three Million Five Hundred Thousand (P 3,500,000.00) Pesos being the Approved Budget for the Contract (ABC) to payment under the contract for Supply and Delivery of 2 units Ambulance for use of City Disaster Risk Reduction Management Office (CDRRMO) Naga City Rescue and Naga City Central Fire Station, Contract Reference Number: 2017-028. Bids received in excess of the ABC shall be automatically rejected at bid opening.

The City Government of Naga now invites bids for Supply and Delivery of 2 units Ambulance for use of City Disaster Risk Reduction Management Office (CDRRMO) Naga City Rescue and Naga City Central Fire Station, Contract Reference Number: 2017-028. Delivery of the Goods is required within thirty (30) calendar days. Bidders should have completed, within ten (10) years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders.

Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the 2016 Revised Implementing Rules and Regulations (IRR) of Republic Act (RA) 9184, otherwise known as the “Government Procurement Reform Act”.

Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA 5183.

Interested bidders may obtain further information from City Government of Naga and inspect the Bidding Documents at the City Planning and Development Office (BAC Secretariat Office), 2nd Floor City Hall Building, City Hall Compound, J. Miranda Avenue, Concepcion Pequena, Naga City from 8:00AM to 5:00PM.

A complete set of Bidding Documents may be acquired by interested Bidders on Tuesday, July 25 to August 16, 2017 from the City Planning and Development Office (BAC Secretariat Office), 2nd Floor City Hall Building, City Hall Compound, J. Miranda Avenue, Concepcion Pequena, Naga City, and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Five Thousand (P 5,000.00) Pesos, and an Annual Registration Fee of Three Thousand (P 3,000.00) Pesos. Please present your Document Request List (DRL) from PhilGEPS showing your company name.

It may also be downloaded free-of-charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and at www.naga.gov.ph, provided that bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids. Official Receipts should be presented upon submission of bids.

The City Government of Naga will hold a Pre-Bid Conference on Wednesday, August 2, 2017 at 3:00PM at the City Procurement Office, City Hall Building, City Hall Compound, J. Miranda Avenue, Concepcion Pequena, Naga City, which shall be open to prospective bidders.

Bids must be duly received by the BAC Secretariat at the City Procurement Office, City Hall Building, City Hall Compound, J. Miranda Avenue, Concepcion Pequena, Naga City on or before Wednesday, August 16, 2017 at 3:00PM. All bids must be accompanied by a bid security, either in the form of cash or cashier’s/manager’s check issued by a universal or commercial bank (2% of ABC), or, Bid Securing Declaration (BSD).

Bid opening shall be on Wednesday, August 16, 2017 at City Procurement Office, City Hall Building, City Hall Compound, J. Miranda Avenue, Concepcion Pequena, Naga City. Bids will be opened in the presence of the bidders’ representatives who choose to attend at the City Procurement Office, City Hall Building, City Hall Compound, J. Miranda Avenue, Concepcion Pequena, Naga City. Late bids shall not be accepted.

The City Government of Naga reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 41 of RA 9184 and its IRR, without thereby incurring any liability to the affected bidder or bidders.
